Growing impact of Vote By Mail in elections

Contra Costa County Registrar/County Clerk-Recorder Steve Weir ,has published a new report on voting results of the 2012 Presidential Election. While addressing Absentee and Provisional balloting, the report highlights the growing impact of Vote By Mail (VBM) which has increased 10x since 1980. The report also addresses problems with VBM including but limited to: late arrival, no signatures, and other causes of rejected ballots.
