BOS set to name Supervisor Piepho as LAFCO alternate despite conflict of interest

Hidden away in the consent calendar for April 1 (Resolution #2008/20), the Contra Costa Board of Supervisors are set to appoint former board chair, Supervisor Mary Piepho (District-3) as the BOS’ alternate representative to LAFCO. LAFCO is a little known yet remarkably powerful agency that determines land use, agency formation, and spheres of municipal influence within Contra Costa County.

The Supervisor’s spouse, David Piepho, who also serves on LAFCO as well as the Discovery Bay CSD, is under fire for possible conflicts of interest from Disco Bay residents. According to the Discovery Bay Press, citizens argue that with two Piephos potentially voting on some LAFCO business, the BOS would have undue influence that would violate the checks and balances the State tried to build into the agency structure.

    Here’s an idea; instead of allowing conspiracy theories to run wild from a small, but vocal group of malcontents within the community, how about look at 4 years of history to see if there’s any smoke? You’ll find the two have never voted together on any issue. I’ve challenged these folks to provide just ONE example of a conflict of interest on LAFCO(other than in their minds) and they have yet to produce one! I guess they subscribe to the concept that if you say it long enough or loud enough it becomes fact??

    You can read the lengthy and very convoluted financial angle they are trying to sell and if you can make sense of it without making your head hurt then you are better than I.

    The root of this “issue” is not about LAFCO or about the Board of Supervisors. This is about a small group with an axe to grind with the Piephos, pure, plain and simple. You only need attend enough CSD meetings(as I have) to understand the players and the agendas. Nothing short of a public hanging will do for these folks at this point and if Disco Bay ends up with no County level representation after they are done laying waste, it’s “ehhh, tough nookies!”

    Hidden away in consent?? This is SOP for appointments and nominations are at the Chair’s discretion. Has anyone picked up the phone to talk with Glover? I realize it’s more convenient to speculate from the comfort of your keyboard, but if you’re interested in the facts, speak to to Mary Piepho and Federal Glover about who does and does not want to be in the LAFCO seat representing the BoS.

    Apparently the item was pulled “suddenly” and at the “last minute” from the consent calendar to be heard at a later date.

    So maybe it was about LAFCO and appearances of conflict that deserved a fuller hearing and not about a “small group” of “malcontents.”

    Or not.

    Enjoy it while you can. On June 6th the Mary Piepho era ends.
    This is the most bizarre political duo in Contra Costa political history.
    It is amazing how she has alienated so many of her supporters in such a short period of time.
